IFRC Strategic Framework on Inclusive Programming

This framework presents a goal, strategic outcomes and enabling actions that describe some of the common ways in which National Societies can understand and address issues of exclusion in society and its implications on their work to support vulnerable people.
It elaborates on the issues of exclusion as highlighted in Strategy 2030, and is an integral part of IFRC’s Area of Focus on protection, gender and inclusion – which has the overall objective that “communities become more peaceful, safe and inclusive through meeting the needs and rights of the most vulnerable.”
Since issues of exclusion are inherently local and highly contextual, this framework focuses more on the work that National Societies carry out in their own countries, rather than work carried out internationally by the IFRC. The enabling actions suggest ways that National Societies can support each other, building a model of mutual support that is grounded in the local context.

En este marco se plantea un objetivo, resultados estratégicos y medidas propicias sobre algunos de los cauces corrientes a través de los cuales las Sociedades Nacionales pueden abordar e integrar cuestiones relativas a la exclusión social y sus consecuencias en lo que atañe a la labor que desempeñan en favor de las personas vulnerables.
Profundiza las cuestiones relativas a la exclusión destacadas en la Estrategia 2030, y forma parte integrante de la esfera prioritaria de la Federación Internacional de Sociedades de la Cruz Roja y de la Media Luna Roja (Federación Internacional) sobre protección, género e inclusión, cuyo objetivo general reside en el fomento de la seguridad y del carácter pacífico e inclusivo de las comunidades, mediante la atención de las necesidades de las personas más vulnerables y el ejercicio efectivo de sus derechos.
Habida cuenta de que las cuestiones relativas a exclusión revisten inherentemente carácter local y depende mucho del contexto, este marco se centra fundamentalmente en la labor que realizan las Sociedades Nacionales en sus respectivos países, y no en las actividades de la Federación Internacional a nivel internacional. Mediante las medidas instrumentales, se sugiere medios por cuyo conducto las Sociedades Nacionales pueden apoyarse entre sí, estableciéndose un modelo de asistencia mutua sustentado en el contexto local.
